I generally give more time to those competing, but I tend to gravitate towards those who put the work in, whether they are competing or not.
I used to have a head coach in kickboxing who always focused on the naturally talented beginners, and get them to their first fight, while I would always end up supporting those with less talent who were showing up consistently. A couple of years later it was always those putting the work in still turning up and competing.
Equal time on regular training days. Generally, offer additional sessions for competitive boxers only.
Not everyone in the carded sessions might be competing, individual time is probably slightly weighted towards competing boxers but often there is just a different focus on activities.
For non carded boxers we try to make it even, but probably focus inadvertently on those who might become carded and are putting in the work. Again it might be a different focus in the sessions if they are split into groups, they are also at differing levels.
